The Bukovina Center for Reconstruction and Development was established in 1999 by the Chernivtsi Regional Council and the Chernivtsi Regional Branch of the “Znannya” Society and is a nongovernmental, nonprofit, and non-profit organization.
The purpose of the center’s establishment and activities is to promote the economic, social, environmental, and cultural development of the Chernivtsi region; to improve the work of local self-government bodies; to lay the foundations for civil society; to engage all segments of the population in active participation in the life of local communities; to develop and implement targeted regional development programs; and to facilitate integration into the European and global communities.
During 2007–2008, eight cross-border cooperation projects were developed, aimed at the socioeconomic development and improvement of environmental safety in the Chernivtsi region. Two of these projects were selected as winners in the cross-border cooperation project competition under the TACIS “Romania–Ukraine” program. The first is aimed at developing financial infrastructure in the agricultural areas of Bukovina, while the second focuses on creating integrated tourism products in the field of historical tourism in Bukovina, specifically to enhance the tourist appeal of the Khotyn Fortress. The total funding for these two projects amounts to nearly 1.5 million euros.
In 2008, a business plan titled “Water Supply and Sewerage in the City of Khotyn” was developed and submitted to a competition organized by the International Bank for Reconstruction and Development.
